Prasar Bharati on Wednesday invited proposals for the integration of application platforms with its OTT platform under two categories.

The first category being proposals for “application-in-application integration of OTT, Gaming, Educational or other applications on a revenue share model where only applicant platform will share the content with Prasar Bharati's OTT platform.

The second category is for application-in-application integration of OTT Apps, Gaming Apps, or Educational Apps on a revenue share model for exchange of content between them and Prasar Bharati.

“All the proposals will be processed as per the guidelines in Content Sourcing Policy 2024 notified on 09.08.2024 and the application platform and its content must abide by the eligibility conditions and other terms and conditions of Content Sourcing policy -2024.

“All the applications where the application platform or its content does not fulfil the criteria or terms and conditions mentioned in the Content Sourcing policy -2024 will be summarily rejected,” Prasar Bharati said in a notification.

It specifically said that the Gaming Applications promoting 'monetary transactions' and 'betting' or 'game of chance' in any mode will not be allowed.

It said that there is no last date for submission of proposals.

“Content acquisition under the modes mentioned in this notice will be an ongoing process. Therefore, there is no last date for submission of proposals. The received proposals will be processed on a 'first-come, first-serve basis', in accordance with the content requirements of Prasar Bharati and the merit of the proposals as per Content Sourcing policy -2024,” it said.

In their application forms the OTT platforms are supposed to clearly mention the title of the content, the language, its genre and whether it is AVOD, SVOD or TVOD.

“List of all the titles/content of the App separately. Genre and language to be mentioned against each title/content to be mentioned,” it said, adding that in case of Hybrid model of revenue, i.e. Advertisement backed Video on Demand(AVoD ), Subscription backed Video on Demand (SVoD), Transaction backed Video on Demand (TVoD), separate lists be attached with headings as Content for AVoD , Content for SVoD and Content for TVoD,” the pubcaster said.

On August 9, Prasar Bharati had released the ‘Content Sourcing Policy 2024’ with the guidelines envisaging the process, provision and framework required to be followed for the sourcing/acquisition of the content through various modes of different platforms of Prasar Bharati.

Prasar Bharati's policy for its upcoming OTT platform includes special provisions for ad insertions, categorization of channels, and the flexibility to increase or decrease the capacity for onboarding private channels.
