12-min ad cap: Delhi HC refuses to hear matter

The long-running dispute over the 12-minute advertising cap on television channels saw a procedural development at the Delhi High Court today, even as broadcasters and advertisers continue to await clarity on a regulation that could significantly impact the economics of linear television.
The matter was listed for hearing before a bench comprising Justices Prathibha Singh and Madhu Jain. However, the bench declined to take up the case and directed that it be listed before an appropriate bench.
The next hearing has now been scheduled for 12 February 2026, and a detailed order is awaited.
The case relates to the 12-minute-per-hour cap on television advertising prescribed by the Telecom Regulatory Authority of India. Although the rule has existed for more than a decade, it regained prominence in late 2025 after the regulator issued over 250 show-cause notices to broadcasters for alleged breaches of the advertising duration norms.
The move effectively revived a regulation that had remained largely dormant for years, triggering strong pushback from the broadcasting industry.
