MIB seeks AI agency for multilingual translation and localisation

The Ministry of Information and Broadcasting (MIB) is on the lookout for an agency specialising in Artificial Intelligence-Machine Learning (AI-ML) for multilingual translation and voice localisation to enhance its outreach efforts. The New Media Wing of the ministry has floated a ‘Request for Expression of Interest’ (REoI) for the same last week. “The MIB plays a significant role in the dissemination of information on key policy initiatives of the government through various modes of communication and integrating various media campaigns for better outreach and impact. To ensure that all citizens are informed, the Ministry of I&B needs localisation, translation, transcription, transliteration, and conversion services through an AI-ML-based digital solution,” said the invitation document floated by the ministry.

The project is focused on empowering the ministry to harness state-of-the-art AI innovations for streamlined dissemination of information regarding government policies, programs and updates in various Indian languages, utilising advanced AI algorithms and technologies. The contract, to be awarded after the subsequent expression of interest /bidding process, shall be valid for an initial period of one year which may be extended for a further period of one year. The technical specifications for the project encompass a multifaceted AI/ML-based platform designed to facilitate user-friendly interactions, including video and text uploads with the capability to produce translated content in downloadable formats. Among other things, the platform would be designed to support both online and offline data input, including legacy data from various physical and digital media sources. It will incorporate AI/ML-driven language translation capabilities, specifically tailored for Indian languages. The scope of work of the hired agency will include the data management and integrated working of the entire system in addition to ‘Text-to-Text Services’, ‘Speech-to-Text or Text-to-Speech’, ‘Speech-to-Speech’ and ‘Audio localisation’.

Shortlisting of bidders will be based on the REoI, with only shortlisted agencies eligible for the final bidding process through the RFP.

Bidding agencies must meet certain qualifications, including having an average annual turnover of at least Rs 25 crore over the last three financial years (2020-21, 2021-22, 2022-23). Additionally, the bidder must have successfully executed three AI/ML digital platform design projects, each valued at over Rs 1 crore, for government ministries or departments, public sector undertakings, state governments, government universities, or urban local bodies.
